HB 773 (Prevailing Wage Expansion)
SUPPORT
Expands prevailing wage law to cover Tax Increment Financing (TIF) Districts.
Passed the House 64-49-0.  Senate 3rd Reading.

HB 1105 (Prevailing Wage Expansion)
SUPPORT
Expands Prevailing Wage to include the hauling of aggregate and excavated materials on public works sites.
Passed the House 64-48-1.  Deadline for action in Senate expired.

HB 1496 (Lottery Lease)
SUPPORT
Proposes to lease the Illinois lottery as part of a funding mechanism for the Illinois Works program.  Revenue generated by the lease would be used to fund non-bonded Illinois Works projects as well as continued education funding.  HB 1496 is part of the Governor’s capital proposal as developed by the Illinois Works Coalition.
Passed the Senate 48-8-3.  Sent to House for Concurrence.

HB 1508 (Unemployment Insurance)
SUPPORT
Provides for unemployment benefit eligibility for holidays (e.g. school bus drivers).
Passed the House Labor Committee 12-2-0.  Remains in House Rules Committee.

HB 1702 (Alternate Pension Formula)
SUPPORT
Authorizes toll highway maintenance mechanics to be eligible for the alternative pension formula due to the dangerous nature of their work.
Passed the House 116-0-0.  Passed the Senate 42-14-0.  Sent to House for Concurrence.

HB 2094 (Construction Safety Act)
SUPPORT
Creates the Construction Safety Act of 2008 which establishes safety standards for construction work sites and provisions for seeking relief from injuries.  This Act re-establishes what was formally known as the Structural Work Act which was repealed.   
Referred to House Rules Comm.

HB 2482 (Film Tax Credit)
SUPPORT
Creates the Film Production Services Tax Credit of 2008 which renews the annual tax credits for the encouragement of film production in Illinois.
Passed the House 108-7-0.  Passed the Senate 56-0-0.  Signed by Governor (Public Act 95-0720)

HB 2651 (Gaming Expansion)
SUPPORT
Proposes gaming expansion in Illinois which includes a Chicago casino, a new riverboat as well as expanded positions at riverboats and racetracks.  HB 2651 is part of the funding mechanism for the Illinois Works program as proposed by Governor Blagojevich and the Illinois Works Coalition.
Passed the Senate 32-18-5.  Sent to House for Concurrence.

HB 2673 (Straight-Party Voting)
MONITORING
Amends the Election Code to establish straight-party voting for future elections.
Passed the House Elections & Reform Committee 5-4-0.  Referred to House Rules Comm.

HB 4194 (Gaming)
SUPPORT
Expands casino gaming in Illinois by creating a Chicago casino, additional riverboat license and the addition of slots at existing racetracks.
Referred to House Rules Committee.

HB 4205 (Mass Transit)
OPPOSE
Creates the Mass Transit District Labor Relations Act to prohibit any strike by a mass transit employee. 
Failed to pass House Labor Committee 4-12-0.  Referred to House Rules Committee. 

HB 4403 (Voting)
MONITORING
Requires the Secretary of State to issue a voter identification card for voter who do not have an acceptable form of identification.  Requires voters to present a photo identification card in order to vote in an election.
Passed the House Elections & Reform Committee 5-4-0.  Referred to House Rules Comm.

HB 4566 (Funeral Director/Embalmer Licensing)
OPPOSE
Authorizes temporary licensure for funeral directing and embalming to individuals holding similar licenses in other jurisdictions due to a natural disaster or catastrophic event.
Referred to House Rules Committee.

HB 4608 (Substance Abuse on Public Works)
OPPOSE
Requires all employers, including those with collective bargaining agreements, to adhere to a 9-panel drug test and specifies drugs to be tested. 
Failed in House Labor Committee 9-11-0.  Referred to House Rules Committee.

HB 4723 (Bond Authorization)
SUPPORT
Provides the bond authorization necessary to fund the Illinois Works Capital Program.  HB 4723 is part of the capital plan proposed by Governor Blagojevich and the Illinois Works Coalition.
Passed the Senate 50-4-1.  Sent to House for Concurrence.

HB 4724 (Public Service Accountability)
SUPPORT
Creates the Public Service Accountability Act that sets forth guidelines and safeguards in the event public services are privately contracted out within any state executive agency.    
Passed the House 109-6-. Referred to Senate Rules Committee.

HB 5071 (Funeral Director/Embalmer Suspensions)
NEUTRAL
Allows for an immediate summary suspension of a funeral director or embalming license upon finding by the Department of Financial & Professional Regulation that there is an imminent threat to the public.
Passed House 110-0-0.  Referred to Senate Rules Committee.

HB 5161 (Department of Labor Rulings)
OPPOSE
Allows for private letter rulings by the Department of Labor concerning the application of a statute or rule upon request by an employer.
Referred to House Rules Committee, Tabled.

HB 5215 (IDOT)
SUPPORT
Contains a $20 million supplemental appropriation to the Illinois Department of Transportation for purposes relating to vehicle and other expenses needed to function for the remaining fiscal year.  The components of HB 5215 were originally contained in HB 6339.
Passed Both Houses.  Sent to Governor.

HB 5224 (Responsible Bidder)
OPPOSE
Would expand participation in apprenticeship programs to include training by an organization approved by the National Center for Construction and Education Research (now only programs certified by USDOL).
Referred to House Rules.

HB 5323 (Prevailing Wage)
SUPPORT
Clarifies that prevailing wage law is applicable to demolition work on public works projects.
Passed the House 91-23-0.  Senate Rules Committee.

HB 5614 (Pharmacy Benefit Managers)
SUPPORT
Provides for the licensure of pharmacy benefit programs and managers doing business with the State.  Requires certain disclosures related to benefits including pricing information.
Passed the House 106-0-2.  Assigned to and held in Senate Licensed Activities Comm.

HB 6339 (Capital Appropriations)
SUPPORT
Provides capital appropriations necessary to support the $34 billion Illinois Works Program.  HB 6339 was originally an IDOT appropriation bill that was amended to become part of the capital plan as proposed by Governor Blagojevich and the Illinois Works Coalition.
Passed the Senate 51-1-4. Order of Concurrence in House.

SUPPORT
Expands Prevailing Wage to include the hauling of aggregate and excavated materials on public works sites.

SB 1857 (McCormick Place Expansion)
SUPPORT
Expands the McCormick Place Expansion Project Fund and increases certain bond authorization for the Metropolitan Pier and Exposition Authority.
Passed the Senate 48-6-1.  Referred to House Rules Committee.

SB 2288 (Income Tax)
MONITORING
Raises the personal income taxes from 3 percent to 5 percent and increases corporate income taxes from 4.8 percent to 8 percent.  In exchange, property taxes would be cut by at least 20 percent in addition to tax credits for certain wage earners.  Revenue generated from this proposal would go to education funding, capital in addition to other state expenses. 
Passed Senate Education Committee 6-3-0.  Senate 2nd Reading.

SB 2375 (Prevailing Wage)
SUPPORT
Includes contributions made by an employer for substance abuse programs in the definition of “general prevailing rate of hourly wages”.
Passed Senate Labor Committee 6-3-0.  Senate 3rd Reading.
